City of Cypress v. CIPA (2003) (Arbitration Decision)

Former Justice (present JAMS arbitrator) Richard Neal affirmed the decision of GMSR’s client, a joint powers authority, to deny coverage to the City of Cypress on the ground that the settlement amount paid by the City was below its self-insured retention, because the bulk of the monies paid in settlement were not for covered claims.
